what would the purpose be for that? someone that can't bend? (fulll body cast?)

I have taken the segway tours at both parks several times, and you get tired (if you are not use to it) standing and shifting our weight and so forth.

if someone is disabled, how would they endure something like that?

if you can't bend, I can't see you getting on many attractions.

^ That's how I first read it and I was very confused about what type of attractions we were talking about.

That bumper is exactly like the ones on the Disney Rental ECVs.

And, BTW, because of the way the bumper is made, there is no way you can get a Disney ECV on a Friendship across the Epcot Lagoon.

Universal's ECVs have a very similar bumper to the Disney ones. Since the ECVs are also similar I believe Disney and Universal get their ECVs from the same manufacturer and the bumper is probably included. I bet this new style of ECV also comes from this same manufacturer.

Incidentally those bumpers are exactly the right height to catch Converse low-tops by the heel such that you can't pull your foot loose without the driver backing off you. I know this from experience.
