DLR Master Services Agreement Voting Announced

The Master Services Joint Council has announced voting and contract review dates for the proposed new Disneyland Resort Master Services Agreement.

All Cast Members who are members in good standing of the following labour unions; and employed in the listed areas, are eligible to vote.

United Food & Commercial Workers International Union, Local 324

Voting and Contract Review sessions will be held on Thursday, 19 February 2009 from 1100-1500 and from 1800-2130; as well as on Saturday, 21 February 2009 from 1100-1900.

All sessions will be held in the Magic Music Days Rehersal Hall located behind Mickey's Toontown. Back of House shuttle operating hours will be extended to allow all Cast Members to attend a session. Cast Members arriving to vote on Saturday may also choose to park in the Team Disney Anaheim Parking Structure.

Regardless of your opinions on the Unions, we're all going to be working under this agreement for the next few years, so, IMHO, it's important that we at least review it and make a statement as to whether or not we agree with the terms as agreed to.

Voting has finally concluded. The results are as follows:

1,880 votes were cast across all four unions.

1,501 votes, corresponding to 80% of total votes cast, were in favour of Approving the proposed contract.

379 votes, corresponding to 20% of total votes cast, were in favour of Rejecting the contract .

As such, the Disneyland Park Master Services Agreement, as well as the Disney's California Adventure Park Master Services Agreement have been approved.

In accordance with the initative offered by Disney for rapid approval of the agreements, the payraises will be retroactive to 1 February 2009 for both parks.

It will be a four year agreement, valid for the following dates:
  • 16 March 2009 to 15 March 2013 - Disneyland Park
  • 1 October 2009 to 30 September 2013 - Disney's California Adventure Park and Hotel Store Operations
The following contract alterations were agreed to and will be effective when the new contracts come into force:
  • Except in unsual circumstances, DLR has agreed to inform Cast Members of the reason for an investigatory suspension at the time of the suspension.
  • Cast Members requesting Vacation that overlaps two scheduling periods will be able to have them approved in their entirety. You won't have to resubmit them at the next Pre-Approved period.
  • Payout availability for accrued Vacation time has been increased from two weeks (80 hrs.) to three weeks (120 hrs.) and may now be requested up to two times per year, up from one.
  • CR Cast Members hired after 16 April 2006 ("new contract") will earn Holidays at a faster rate, according to the following schedule:
    • They will receive Labour Day (First Monday in September) and Presidents Day (Third Monday in February) as paid holidays after two years of continuous service.
    • They will receive Martin Luther King Jr. Day (Third Monday in January), Christmas Eve Day (24 December), and Easter Sunday (varies) as paid holidays after three years of continuous service.
  • Eligibility requirements for RFT status have been lowered. CR Cast Members desiring to apply for RFT status must be clear of Attendance Discipline and General Discipline for 6 Months (previously 12), and 12 Months for Safety and Courtesy Discipline (previously 24).
  • No more land locking.
  • Disneyland Resort College Program participants will receive a seniority date that is three years prior to the start date of the CP semester in which they are enrolled (currently set at 16 April 2006)
  • Sick Leave pay may now be requested up to twice per year, up from once.
  • CR Cast Members who do not accrue vacation will be able to request unpaid time off in a manner similar to Pre-Approved Vacation Requests. This request period will be held after Pre-Approved Vacation Requests have been considered and posted.
  • Working Lead/Scheduler/Trainer Premium is now $1.50 per hour.
  • General Lead Premium is now $2.00 per hour.
  • New Role Premiums
    • Attractions Cast Members working the following Attractions will receive a $0.20 Premium per hour, from 16 March 2010:
      • Grizzly River Run
      • California Screamin'
      • Maliboomer
      • Mulholland Madness
      • The Twilight Zone Tower of Terror
      • Indiana Jones Adventure
      • Big Thunder Mountain Railroad
      • Matterhorn Bobsleds
      • Splash Mountain
      • Space Mountain
      • Autopia
    • Livestock Driver - $0.60
    • Harness Maker - $1.25
    • Equine Trainer - $1.25
    • Main Entrance Ticket Takers assigned to the Guest Screener (bag check) position will receive a $0.25 Premium effective 15 October 2009.
      • Cast Members may receive the premium before this date if they complete the new requried training and acquire the new job knowledge that will be introduced for this position.
  • 12.5% wage increase over the life of the agreement for all Master Services Cast Members, distributed as follows: 3% on 16 March 2009, 3% on 16 March 2010, 3% on 16 March 2011 and 3.5% on 16 March 2012.
  • DLR will gurantee 1712 Full Time positions (698 40-Hour and 1014 30- to 39-Hour weekly schedules) at Disneyland Park; and 650 Full Time positions (254 40-hour and 396 30- to 39-hour weekly schedules) at Disney's California Adventure Park for the life of the agreement.
  • The Company will revert to the pre-2006 practice of ADOs for RFT Cast Members. RFT Cast Members may request ADOs, if available, after all paid time off requests have been accommodated.
  • Cast Members will receive the first 2 Company ID Card replacements for free.
  • Beginnning 30 days after ratification, Cast Members will clock in and out for lunch using the Time Clocks backstage, rather than CDS.
  • Alterations to Disciplinary Forms that acknolwedge that the Cast Member may not agree with the said discipline.

This strikes me as really unusual ... so a CP coming in, on day 1 after Trad, has more seniority than someone that's been with the company for 3 years? That can't make the full timers with low seniority feel very good ... "This CP that started yesterday is going to bump you down and take the better shifts and first priority for days off"

Coming from someone in the "Coordinator" role here in FL (which, I've been told, is somewhat similar to the "Lead" role in CA), what's the difference between a Working Lead and a General Lead? And what exactly would a lead in say Attractions do?

Yep, it's a real PITA, and a lot of people were calling for the abolition of CP during this round of negotiations. I personally voted against the contract because they didn't get that.

Actually, our CPers are classified as CRs here. Our Seniority lists are designed in a way that the lowest FTer is above the most senior CR, so FTers aren't (officialy) being effected by the CP.

However, it is a big pain for us CRs, because they take our hours even though they haven't been here as long. It's not that uncommon to see Attraction Opening Crews that are mostly CP.

You have to remember that our labour situation here is the opposite of WDW's, which is mostly FT with some CRs, CTs, and CPs. DLR is mostly CRs with some FTers and CTs. Unlike WDW, we're all covered under one contract, rather than seperate contracts for FTers and CRs.

We actually don't have General Leads in Attractions anymore, though they still exist in places like Costuming and Store Operations. They're basically Working Leads whose duties include overseeing other leads.

Someone will be better able to explain it, but Working Leads basically serve as the connection between Management and the Hourly Rank-and-File.

An DLR Attractions Lead does a lot of the same stuff that I imagine a WDW Attractions Coordinator would do, such as ensuring compliance with Disney Regulations and SOP, as well as helping to resolve Guest Concerns. However, they also do have some discretionary authority that WDW Coordinators don't have, as I understand it, particularly with regards to Discipline and the overall running of the Attraction (they can call an Attraction 101, while I think WDW has to wait for Management to do so).

Store Ops has no General Leads. Haven't had GLs for at least 5 yrs.or more. Thanks for all the info Glendalais. Voted but never heard final stats.
