I have always wonderd this, after riding test track atleast 200 times, i have always gone on track A, and was wondering what track B looks like and where it goes
my thought was it went down a ramp and on to the first floor and onto a moveable piece of track and pushed into the garage that you can see when you re-enter the building, but that is just my guess

Actually, you're very close. "Track Course B" is a storage spur. It loops under the S-curves and rejoins the main track back between the non-ABS and the ABS brake runs. The maintenance spur exits the main track by Dispatch just before the Hill Climb, parallels the load/unload platform, and rejoins at the far end of the platform. Some repairs can be done in this small maintenance bay, but for more extensive work, cars can be rolled onto an elevated platform and wheeled over to the outside garage that you mentioned. It's visible below and to your right just before re-entering the building after the high speed run.
It was also pointed out to me recently that on the Test Track floorplan there is a large elevator capable of moving a vehicle between the storage track and the maintenance bay, if needed.

It's like the blue room on Space Mountain. Used for maintance purposes.
