The Jones Act sez you gotta have a US laid keel so you don't have to call on an international port during the duration of the cruise. According to CL,Hawaii has been wanting to secede for quite some time.
If it's from the west coast to Hawaii then Encenada is the stop. Fuel is also much cheaper there.
If the trip is just in the Hawaiian islands then it's a 400 mile jaunt south to Fanning Island.
