Company policy dictates that they be cut if blocking area. Security is supposed to advise guest that they are not to lock strollers. I've moved many self-locked strollers by myself, and I'm 4'10", so not very big. It's typically the back wheels, so all you have to do is lift it up a little bit so the front wheels will roll. Same thing I do when a brake won't come off easily.
