It doesn't happen often, but when people have personal strollers, it's not unheard of for somebody to grab the wrong one that is the same type of stroller. I've dealt with this on many occasions, and it's a PITA for all involved. Normally they get returned later, but the offending party does nto always know at which ride the switch was made.

I've moved many self-locked strollers by myself, and I'm 4'10", so not very big. It's typically the back wheels, so all you have to do is lift it up a little bit so the front wheels will roll. Same thing I do when a brake won't come off easily.
Company policy dictates that they be cut if blocking area. Security is supposed to advise guest that they are not to lock strollers. They need to be able to move them quickly and easily for many reasons.

*shrug* Have a Magical Day!

I wondering about this on our last trip. On my stroller, the front wheels can come off. I thought about popping off one of the front wheels and carrying in my bag, while the stroller was parked. Obviously you couldn't push a kid in it, but in my experience, it's easier to push (ie a CM moving it) while tilting the front wheels up, than the back wheels up.

In the end, I didn't do anything and it worked out fine. I had mental images of a CM wanting to move the stroller, and that front wheel-less post getting dragged on the concrete. Weird thought, I know, but my brain doesn't turn off sometimes :(
