Stupid Guest Tricks

They are counted later for the local stuff, but we don't determine the presentcy and crap. (I think the same holds true for the state propsitions)

I'm not certain about Califorina, but in Florida they are the last counted. Plus right now all results are unoffical. But before they certify the results in early January they must be counted for all races.
