I just looked him up on wikipedia. Very colorful character. And definitely the inspiration for Moores character. The bridge he ordered was built in 1933. BART, the light rail system, goes through a tunnel under the bay. Though most people call it the Bay Bridge, its proper name should be the Emperor Norton Bridge.
