Think the question would work better if we knew what part of "Disney Movies" he is talking about.
I mean, there's Disney Pictures (Which I consider live action), Disney Animation Disney/Pixar, ect.
If we're talking done by Disney Animation, it's the Black Cauldron.
If we're talking done by Disney in general it was Condorman

After doing a bit of research on this one, I found that The Black Hole was Disney's second PG rated movie. Did you know Disney founded the Touchstone Pictures label to avoid controversy when releasing PG and higher rated films?

Hmmm... Had never heard of Take Down.
But Condorman is not correct (looks like it may have been the 3rd).
I think some of the problem is that there is some kind of a differentiation between "Walt Disney Pictures" and "Walt Disney Productions". They're listed separately on IMDb, but I don't have the faintest idea what the difference is between the two. (I see things listed under both that I would classify as "Disney movies")
Black Hole and Condorman are from Productions. But the film that I knew as being the 2nd PG-rated film is Midnight Madness, which is a Pictures film.

It pre-dates Condorman by a year and a half.
Total cheese-fest (co-starring a VERY young Michael J Fox), but I have fond memories as a kid renting it multiple times from the local video store. It's out on DVD, I think I picked it up at Best Buy for $8-$9 last year, though it's not that great of a video transfer.
