This evening's news (WESH-TV) is reporting that the "suspicious package" found under a WDW bus was actually an experimental tire pressure monitoring system that was attached by the manufacturer to that one bus as a test and never removed.
It had been under that bus -- unnoticed -- since 1998.

Usually with a suspicious package, our local police department will shut down the street. Our favorite is the robot. It ends up being an empty box, but who knows, it can TNT.

So what happens is the staff that knew what it was have moved on, a new mechanic has never seen it before and said something to a manager who also has never seen it before.
Instant suspicious item. In this day and age, who knows. With the way buses are parked in remote locations at night, a determined crazy could easily plant something.
