Not really a joke,but one that hobie or grumpy pirate can answer. (a ? on the officer military test) "You a 35' flag-pole you need to put up and only 17' of rope. How do you get flag pole up?"

I believe the key to this question is getting the flag-pole up and not the flag. The pole can be tilted into place but I'd wait until I had enough rope to raise and lower the flag. Hmmm, thats a good one. having worked for the civilian side of the government since my military time...
their solution would be to cut the flagpole in half, then dig the hole three feet deep and put the pole in.
then cut the rope so that it hardly reaches the top.
save the other half of the pole and whats left of the rope till next fiscal year, in case something arises that you would need a half of a flagpole or a piece of rope.
(Note that you WOULD have to ask for TWO flagpoles in the next years budget request, because a manager would notice that you have two flagpoles, one in storage, and one in the ground)
