I once saw something about Circle D ranch and the horses there. They have to go through some training before they're allowed out in the public eye with the trolley car. They have to go through some sort of obstacle course with fluttery things

If it is anything like how they train police horses,those "fluttery things" are probably a maze of poles with streamers and banners tired to them. It is supposed to simulate a large crowd of people. You ride the horse through the maze so he can used to having things (or people or both) brush up against him.
Another obstacle is to have the horse walk through plastic ball pit-type balls and bottles. This is supposed to represent uneven pavement since police horses often have walk on pavement and avoid anything littered about.
Still you can't always make a horse immune to everything. I remember an article about RCMP (Royal Canadian Mountain Police) horses and how one RCMP horse tolerated everything...except the sound of bagpipes. :)

A curtain of pool noodles also makes a great way to train a horse to walk in close quarters with solid things touching every part of its body. We use those at the barn where I keep Figgie for trail training. I suspect being used to those was why he didn't kick the toddle who ran up behind him and grabbed his leg.

Oh, and teeter totter ramps are great fun to train them on too. Figgie loves those!
