Of course, it's because there's not parade and Fantasmic is literally the only entertainment at Disneyland at the moment.

When we were there in Sept. 08, we ditched the ponchos. I saw people wearing them on rides. If you go on the ride and want to get wet, go for it! If you don't want to get wet, avoid the ride. Trust me, if it is humid and warm outside, you will drip dry and be ok within a few hours.
When we went to IOA with my cousin, we did get drench on the rides, but we also stuck our stuff into a locker for the day. We did see SG with their ponchos on and they still got drenched.

I don't know, We bought the ponchos (yellow ones) about six years ago or so, and they were fairly cheep. We take them with us and we have used them at WDW a few times, most notably when a hurrican was approaching. and walked around the parks. They kept us a little dry on the upper part, but since we had shorts and crocs/river shoes on, it was no big deal. DW dosn't like her backpack purse to get wet (its one of the cloth quilted things) and I like to keep my camera dry.
Once the rain stops, I can take them off, shake them a few times, and fold them small enough to put in a cargo pocket of my shorts. (because once the rain stops, you could bake rolls under those things!!)
