What time of year are you looking to propose? Basically, if you were to go out into the village, find a coordinator, etc, they should be able to do that for you. If you are looking for an awesome coordinator for that kind of thing, ask for Michael. Actually, PM me some details and I'll see what I can find out. I like the idea of right before her favorite ride. I know like at Soarin' we could probably announce something right before the flight took off, and arrange to have PhotoPass there, if you talked to them up at the tour desk.
Also, I'd think Rope Drop would be great. I know at Epcot, it's always kinda boring and low key, but there's all these people.... We would have loved a big event like that to make the rope drop into a big celebration!
