I don't know about that. Darwin's laws do a pretty good job of reducing the number of crazy people each year. Unfortunately such reduction tends to take lots of time and may cause lots of collateral damage before the law kicks in. And crazy people breed faster than the law can correct the mistakes. Note, those being mentioned in the last statement may be bred from un-crazy parents, or be created by crazy parents, or even induced by their children.
