Other solutions are:

Highly caffeinated water was also proposed but some whack job made a big stink with the EPA and they pulled their approval. The whack job actually wanted to save them.

The Big Island is the worst. There are some areas that have been given up on. Beyond the noise, and it is loud, property owners have to disclose the problem when they sell.
Caffinated water? Really. didn't know it was that dangerous! Figured some whacko would try and stop it.
