I really can't recall any specific guidelines from Traditions or training or anything. There's of course workplace sexual harassment stuff, but it's all done in a CM-CM context.
IMO the common sense expectation works pretty well, and I haven't ever heard of anyone I know getting in trouble for fraternization.

having gone through traditions last week... there was nothing about dating guests and I would assume normal sexual harassment rules apply. I would also assume that asking guests out publicly while working would constitute as some form of harassment if the guest got offended... At traditions, someone did ask if they could ask out other cast members, and the Traditions assistant's response was: "god yes, if not you would be driving to Georgia for your dates!"

My guess: Onstage, it's allowed only as long as it fits with their role and is good show. I had one night where I had a guy on board going from PI to Old Key West, and he wanted dating advice from me on picking up female Cast Members (did I mention he was drunk?), so I gave him some. Didn't say it was good... Here are the points I remember:
As far as CM to guest sexual harrassment rules, I say that the moment they play a stimulating song (stimulating because of lyrics) at PI, the rules go out the window there. I mean, let them approach you first, but then all bets are off beyond the normal rules of engagement to see if you can make that hookup work.
Glad I'm quite happily taken and don't have to worry about any of that.
- Make sure you don't talk to ladies with colleges on their nametags, as they're probably taken.
- Don't pick women on the IP
- Make sure they have a blue badge, as that means they are most assuredly single (while showing him my yellow badge from enough distance he wouldn't be able to read it).
