Disrupting the locals is just what presidents do these days. The bully pulpit is once of the greatest powers the president posesses, and they like to use it by taking the message to some appropriate venue. They just can't go anywhere quietly. As far as "W" staying in Washington, though, comparing the first two years of both his and Obama's presidency doesn't show a huge difference. According to information I could find, Air Force one flew 126 missions and 324 "sorties" or legs for President Obama, and flew 148 missions comprised of 416 sorties for President Bush. When you get caught up in the circus (which I have) about all you can do is wait it out.
