Just don't give them any ideas.
Hmm... Little Timmy buys a Yeti plush on the way onto the ride. During the turbulent backwards part, the plush is lost from Timmy arms, and plummets to the ground under the track in the mountain. third shift gets to pick up all the jettisoned plush each night, clean them and re-stock them!
Oh - little Timmy is inconsolable and gets a fresh plush on an NSA from a kind Merch CM who notices his distress.
Maybe selling the swag on the way onto the attractions is not such a great idea.

Probably not, but here's what you do, have forms they can fill out while in line. This form is a purchase order for merchandise that you have lining the queue so people will be able to see things they want to buy and make an entry on the form. Then, just before getting on the ride, they turn the form in(possibly paying for it before riding as well), the stuff is then gathered and waiting for them when they get off the ride. All they have to do is go to the ride gift shop checkout to pick it up.

At WDW you can fill out a form when you buy stuff and they send it to your Disney Hotel so you don't have to carry it about.
Something like that?

As an FYI... NSA is not something every CM has access to. My NSA must come from GR or DLS. If I really see an NSA need I will get the form, but not as easy as some think.

Exactly! :D:
...Wow, this was meant to be sarcastic, but I imagine that there are actually a lot of people it would save time for. For instance, if you're the kind of person that likes to go through all the gift shops, you could do it at the same time as waiting in line. Because they no longer have to spend time going through all the gift shops they can do more attractions.

And sometimes you can't give away ANYTHING to the guests!

Yeah! I can just see how much hell that idea would be for the CMs. I don't think it'd work really well anyway, there's a reason shops are after the rides, not before them.
Around here, however, we don’t look backwards for very long.
We keep moving forward, opening up new doors and doing new things, because we're curious…

Not to mention, all gift shops the whole way through the park, getting rid of any scenery would be so classy...

About this whole selling things in the queue line idea... if Disney could make 1 cent doing it, they would. Does it really matter if it causes problems for CMs?
And besides, they already sell ponchos before Kali, does that count?
