First, regarding couples confusing "family-friendly" with "friendly to attempting to start a family": I first thought that maybe making it clear that there were several cameras, and that even out-of-the-way places might not be unobserved, might help. Then I realized that, for some of these people, the idea someone might see them is part of the thrill. Scratch that idea...
Second, regarding public breast feeding: I don't want to spark a debate on if it is appropriate or not, but I seem to recall at least at one point Florida had a law that stated that women had the right to breast feed in public. Be that as it may, I still think that it is not good manners. Yes, it may be a "natural function" and such, but so is going to the bathroom, yet most people understand they shouldn't do that in public as well. I would also like to say I'm all in favor of places having "baby care" areas, so that mothers do have a nice, safe, clean place to take care of such activities.

Florida Statute 383.015 Section 1:
A mother may breastfeed her baby in any location, public or private, where the mother is otherwise authorized to be, irrespective of whether the nipple of the mother’s breast is uncovered during or incidental to the breastfeeding.
And for completeness; California Civil Code 43.3
Notwithstanding any other provision of law, a mother may
breastfeed her child in any location, public or private, except the
private home or residence of another, where the mother and the child
are otherwise authorized to be present.
