Many states have a "grace number" because of the inaccuracies of cars' speedometers, tire pressure, tire size, etc. I'm not defending her, but 1-5 mph, is, IMO, a fair "grace number." That being said, if the speed limit is 75, then why take a chance at 76, 77, 78, 79, or 80? But...
