According to the IMDB Joan Cusack provided Jessie's voice in all three movies, the shorts and the games and Mary Kay Bergman provided her yodeling in Toy Story 2. Source
Nowhere do I see this girl claiming to be Jessie's voice actress, only that she is performing the song Jessie, the Yodeling Cowgirl.

yep. and here is the song from the cdrom.
