How do some people get in to the parks with "adult" shirts?

I saw this girl, around splash mountain with a thin tshirt over her huge breasts showing a parody of Hello Kitty. sario's hello kitty with a huge rack. with the words, Hello Titty on it. you would have thought a CM would have made her change. guys were walking into things whereever she went.
