Theres a reason they tell you not to climb on the railings !

An exchange student was swept over Niagara falls on the weekend. While a tragic outcome, it was entirely self inflicted. She was climbing on and stradling a railing. It was clearly marked with do not climb or cross over the railing signs about every 3'. there is one of those signs hiding behind the shoulder of the centre boy. Mom obviously knows better than the people who put up the signs !
This was a sad accident that should not have happened. The police havce said however that there is no need to raise the height of the railing. when people want to do stupid things, they will.
