Well it said that he fell into the water and got caught under the boat.
This is a very real situation that could happen at any small world attraction. A slip and fall into the attraction's waterway is something Disney works hard at avoiding with cast and guests alike.
Of course, guests keep sticking everything out of boats, including their whole body, and then wonder why we eject them from park.
"It is about Safety stupid. And if you are too stupid to follow safety guidelines we would rather just get you out of our park before you hurt yourself and/or others." GAWD I would love to say those words to some SGs. *sigh*
My thoughts with this man's family and friends...a sad day and a sad loss.

I think it's going to be one of those things that will have to be investigated to really figure out what happened. The BBC says that he fell into the water, however, the article in
Le Parisien quotes a Union representative that he was already in the water cleaning a boat and was rear-ended by a boat that came up from behind.
Le Parisien wrote:Patrick Maldidier, du syndicat Unsa, évoque ce qui pourrait bien être un incident technique. « Il semble que le salarié était en train de nettoyer une première barque quand une deuxième est arrivée par-derrière. » Selon le représentant syndical, ce deuxième bateau « n’] speculates that it might have been a technical incident. " It seems that the employee was cleaning the first boat when a second arrived behind him." According to the Union representative, the second boat "should have never been there".)
Either way, it's a total tragedy, and is a very good argument as to why one should keep one's hands, arms, feet and legs inside the boat at all times.
