Blizzard Beach stupid Mother trick!

I had a great visit to Blizzard Beach last week. After bruising ourselves on Summit Plumit, we took to the Lazy River. I'm sorry, I forget the propper name for the river.
Drifting along, we encounter a mother with a newborn in her tube ! How newborn ? The baby still could not hold its head up, was bald, and clad only in a tiny swim diaper. Mom was giving the baby a bottle of apple juice as she drifted along. around us are lots of kids jostling, horsing around, and being kids.
Maybe I am mistaken, but a baby that young without a life jacket ?? I dont think so!
A baby that young wearing nothing but a diaper in the Florida noon sun ? No hat, nothing ! I don't think so. For more than half an hour we could see them floating along ahead of us.
And finally, whats up with feeding the baby on the attraction. Food and drink is prohibited in the pools and slides. And I expect, rivers. to say nothing of whether apple juice is appropriate for a baby that young.
My wife works in a childrens' hospital, and has a fair bit of experience with what a 2 month old looks like, and judged 2 - 3 months at most for this baby.
The kids age was not important, what was shocking was no flotation, no sun protection (it is not safe to use sunscreens on a child that young, other than physical sunblocks , which are very obvious when applied), and the bottle in the river. several times the kids almost knocked the lady out of her tube, baby and all. The kids appeared to know the lady, and were not making any effort not to jostle her and the baby.
After an almost full circuit of the park she was called over by a lifeguard, at which point we sailed past and lost site of her. I hope she was chased out of the pool!
If the kid hasn't got a serious burn by now, I would be very surprised!
