This happened yesterday while I was at Disneyland.
I saw it pass over the submarine lagoon, and some cast members at the loading dock cheered.

Yes, its unfortunate, but these things happen. That's why the Monorails have a tow hook! ;)

We've discussed this elsewhere. If you don't leave your Monorail in a designated Monorail Parking area, it will be moved by Cast Members.
