Sea World clips the stingers. When I visited Sea World in San Diego a few years ago,the attendant made of point of saying that.

In Sea World Orlando proper, they have a tank where you can stand outside and put your hand in and touch the rays or buy food and feed them.

In Discovery Cove, they have two pools. One is about 3-4 feet deep and you stand around (you must keep your feet on the ground) and can try to pet the rays and feed them at specified times. They have numerous people there standing watch.

The second pool is much deeper and you can snorkle in there and see the fish and the much larger rays. This isn't so much a touching pool, but a looking pool. There are many lifeguards there as well.

All the rays are debarbed.

I don't know what they do in Aquatica, other than close it at like 10 AM because it's already full.
