When Chip & Dale do wear clothes it is usually only shirt, no pants either. There are a number of characters who regularly where nothing down below. Now that I think about it, it is almost scary the number of characters running around naked or half-naked.
Around here, however, we don’t look backwards for very long.
We keep moving forward, opening up new doors and doing new things, because we're curious…

Correct me if I'm wrong, but isn't it strange that Minnie wears underpants but Daisy doesn't? Or have I not seen Miss Daisy in so long I can't remember whether she, like Donald, goes bare down there?

Like Donald, Daisy is bare down there. Her outfit doesn't go below her waist line.
You can't exactly call Minnie modest just because she wears underwear and a skirt. Her bloomers are longer than her skirt so you can easily see them sticking out and Minnie sometimes likes to flirt with guests by throwing up her skirt.

It's really funny that unless you sit there and ponder the fact that most of the characters are half dressed or whatnot, it is considered normal.
But heaven help you if you went outside in public looking like that. You'd get locked up!
Just wait and see. Pretty soon Minnie will be wearing a pantsuit and Donald will be wearing a regulation dress Navy uniform.
Ugh.

Maybe that's what your pants are doing. Running around with no one inside 'em.

I hope they do walk themselves over, but maybe they went into the dirty clothes heap in Costuming... I'll have to ask again some other time and see if anyone saw a tagless pair of black pants with little nubs due to cat clawing.
