Not right now they aren't. Ponchos at Kali's entrance is a seasonal thing, only done when the weather is cooler. There's not enough call for it to do it when it is hot outside. Instead the CMs who do that sell drinks out of an apron in front of Manadala Gifts as it helps keep a long line from forming inside to buy drinks.
Selling ponchos before a water ride makes sense. People want them to stay dry. Most of the merch sold after rides are sold as keepsakes to remember the fun they had on the ride.
Around here, however, we don’t look backwards for very long.

Hmm...new idea: Rather than a paper form, perhaps have a bunch of "tablet" computers that can be handed out to folks in long lines. Among other things could be what amounts to an "on-line" store. People can chose items, which can ether be picked up in the park, or sent to whichever Disney property they are staying at.

Or how about wall mounted pads every so often in places with long waits that let people shop the online catalog while they are in line :x

Handing out tablet PCs to people would make them think, "Gee, Disney is giving away free computers! Cool!"
Reminds me of the time when I was in high school and pocket calculators had just become available. I'd had surgery during my senior of high school, and a teacher from my high school had come to help me stay up to date on my assignments. He told me he had pocket calculators in his classroom for his students to use--he was a math teacher--but they kept disappearing.

Actually thought about that. If such a plan was used, then there would need to incorporate some method of insuring that guests didn't take the tablets home. The problem I see with having tablets physically fastened to the walls and such in lines is that I can see the lines getting backed up as someone takes their time to shop and such.

You know the only reason they didn't put screens on the buses? Because when the buses are Signal 72, not everyone would be able to see the screens.
The fact that the onboard computer systems wouldn't be able to handle it is kinda moot compared to that.

So, have screens set in the wall with interactive "Vendors", and those "vendors" can move from screen to screen down the wall keeping pace with the line. Just like in the old "El Rio de Tiempo"! :p:
A lot of the technology exists with the cameras getting input from the queue in Soarin', voice recognition, quick select of short animated routines that can be stitched together like "Turtle Talk", etc.
