Personally I think the CMs do a great job enforcing the rules.
The rulebreaking isn't THAT bad really...for as many people are in the parks, how many honestly are breaking rules and causing problems. the only one I see a lot is the Heelies...and those are mainly just an annoyance.
In order to enforce the rules like some of these people want, Disney would have to unleash the stormtrooper garrison from MGM.
Seriously, the fact that there is really minimal actual rulebreaking rather than plain rudeness on the part of the guests without seeing CMs constantly "busting" people really says something for how things are handled.
It seems fitting that at WDW more is being done than you can generally see.

When I go to the gun range, even though we've been before, we have to read the rules and one of them tells you to say something to the guy at the counter. They could do the same thing at WDW, but it would make getting into the park a bit slower...
