Purpura and I were in the park today for a bit, and I stopped by City Hall to complain about the lack of enforcement of the No Heelies rule. According to City Hall, the only people who are allowed to enforce it is Security.

For frack's sake, what's the point of having a rule, if Team Dumbass won't let it be enforced?!? :mad:

My guess would be that they don't want regular CM's having to deal with the self justification that the violaters use, and to have security do it, means that they can eject them post haste!!

The problem with that is that security isn't everywhere at once nor can they be. Having only security deal with heelies won't work because they aren't always around and also because I can see the smarter SGs walking when they see an guard and rolling again as soon as they pass out of sight, especially once they learn that only security will do anything about them.

At WDW I mainly saw security outside of the parks, inside they hung out mostly near the entrance. The only guard I can recall seeing actually inside any of the parks was by Expedition Everest after it broke down. I assume he was there in case anybody decided to take their frustrations out on the CMs standing outside letting people know it was down.

I don't recall seeing any guards just walking around or anything.

I think that's cause most of them are plain clothes aren't they? Which presents a problem for enforcing the Hellie rule- I'm sure they don't want someone who looks like just another tourist to approach a guest and confront them.

They need to rethink their whole strategy on those darn things.

If there was truth in advertising their slogan would be- Hellies- We turn your kids into hell on wheels (literally!)

As far as I know you are right, most security are plain clothes. Also, I believe a lot of it are regular CMs being all around and calling security when something goes wrong.

The need to put up signs at the entrance that explicitly say that heelies aren't permitted. They also need to allow normal CMs who are in a position to to say something to the offenders. Anybody security talks to about using heelies should have their names logged and if they are caught multiple times they should be evicted from the park. Keep the logs for a few days and allow security all over property access to it. That way if somebody offends one day in the Magic Kingdom and then offends again the next in Epcot the offender can be told "you were warned yesterday about this and because you haven't learned your lesson you passes for today are void and you must leave immediately."

SGs might not read signs but AFAIK it will stand up in court as proof that the guest was warned that you can't use heelies so can't pull the "I didn't know" stunt.
