Be careful doing that. If they complain to a F-Land manager and say you were mean, bad things can happen. Let me clarify: Absolutely we should free the stroller. But at least when I was there, I didn't see them have a lock or chain that their bolt cutters rcouldn't cut through. I think we should at least make an effort to cut the chain or bolt first, and then cut the stroller if that is not successful. Strollers can be expensive, locks and chains not so much. Most guests are deliberately trying to break the rules or anything like that, they're just not thinking.

Again, if lock is stronger than the stroller strut, the stroller strut is cut. This means that a standard issue bolt cutter is unable to cut the lock.
Safe D begins with me. Every Cast member is challenged to make sure No One Gets Hurt. This includes guests.
These people are thinking. They brought in a locking device. They got the device through security either by hiding it or being told that one of our House Rules is that they cannot lock their stroller!
This is my House. You want to be a guest in my House, you play by my rules.
Playing by the Rules ensures that No One Gets Hurt.
Trust me when I say, there is a lot of talking and thinking of alternatives to not cut a lock or even stroller taking place. We do not want to do it. We try to avoid it if we can. However, when the owner leaves us no choice, it happens.
