Maybe the logo for "Home on the Range"? (Disney never did promote that one.)

The balloons were originally round and unmarked. Then for a brief time they were round with "Disneyland" printed on them.
The 2-eared "Mickey" balloons came next, and stuck around until the 90's. Someone has suggested they came in with New Tomorrowland. I was on the east coast by then, but that sounds reasonable.
The clear outer balloon had to be a different material from the latex inner, as latex can't be made clear (enough). Never bothered to find out what the material was.
Given latex allergies being so common, I expect we'll put in a stock of hypo-allergenic balloons. Haven't had a call for them at the resort, but it's not a bad idea.

Sorry, but WDW CMs didn't get special training for YoaMD at DU or any other place. It just showed up, and those of us who cared read about it on the Hub or in Eyes & Ears.
Special training for a promotion? Maybe if somebody else is paying for it (like last week)!

I don't know, I'm just going from what Jay Rasulo said in an interview with the OC Register last week:

I do remember hearing that when the YoaMD first started, they scheduled every DLR CM for a class in which they basically played the promotional video (
this one) and talked about some of the stuff that was coming to the DLR.

All I know is that throughout most of the early/mid 90's there was the mickey balloon with ears (the exact same from these new "celebrate" ads)
Then, when the Tomorrowland of 1998 opened, all of a sudden the mickey ear balloons had that "bubble" that was meant to promote Tomorrowland and look like a space helmet on the mickey ear balloon, then that same look stuck around from 1998 onward.
But I
do know that the bubble look first started in 1998 when the new Tomorrowland opened.

I must have been gone that day. ;) Don't think "training" was park wide - if any at all. Though we were told how to give out those 2 Tink pins, if we could ever find.

I received those two Tink pins!
It was because a CM saw me recycling. (He was right nearby the trashcan)

Just a heads up. I don't know about WDW, but most to all DLR CMs (at least the Hourly, Frontline Ops variety) have been scheduled for "What Will You Celebrate?" Training Classes at Disney University (I assume) on the new schedule for the week ending 8 November.
It appears as a class entitled, of course, "What Will You Celebrate?".
