I've learned this on many theme park sojourns...whenever I see them and say loudly to hubby, "Cool! I just hope the little brat comes near me so I can send him flying," the parents suddenly seem to beckon them over and warn them not to roll near the crazy woman. The times I've nailed 'em were all stealth times...no warning, just an arm and WHAM.
Syndrome, you are so right! We will WHISPER Clothesline! next time!

Today I was at Disneyland. It was packed. I noticed less kids wearing the heelies compaired to Saturday. I wish there could be universal remote control that could cause the heelies to break down. I could see someone hitting freeze the wheels and watch the kid freak out. Or my favorite is to touch kaboom! The heelie explodes and the kid vanishes.

Or hit fast forward and send the little brat into the shrubbery! Then rewind, to send him back, fast forward, repeat several times until the kid rips the heelies off and throws them into the nearest body of water!

I wonder what some superglue applied at the point there the wheel axel and hub connecting to it would do?
(and the tubes of super glue (OR SG for short) are small!)

Well, they do sell personal cell phone jammers that cut 'em off within x feet of the user. A heelies jammer would be the next best thing.

You could use the technology that some stores use to prevent their shopping carts from being taken off the property. A locking hub that automatically locks when it passes an imbedded wire loop around the perimeter of the lot (or in this case the turnstyles). Unfortunately this would require the cooperation of the manufacturers. Not likely.
BTW as to the idea of clotheslining the kiddies, what about carrying a bit of actual clothesline with a loop at each end to make it easier to hold securely. Then you can stretch it across the entire path/road preventing them from making a quick evade. Holding it at about waist high will stop them while making a duck under less easy (and prevents strangulations that can tend to cause some unfortunate legal ramifications).

Only if you left the line across the walk all the time and not only when a high-speed-heelie-rider is approaching. Think of it this way. One person in the party is wearing cargo pants with the large pocket on the thigh. The line is coiled in this pocket with the two loops hanging just out of the flap. Heelie demon is spotted inbound. Each of the pair grab a loop and seperate to opposite sides of the walk, not impeding traffic for more than a moment. The out of control demon is brought to a sudden (and possibly painful) stop. The person who is not the pocket wearer drops their loop. The pocket wearer coils the line and stashes it back in the pocket ready for future use. And the pair disappears in the crowd. Nobody but the demon has been inconvenienced.

Does this work within about 35 feet of the user? I need one. I so HATE when the person gets on the phone behind me and starts talking loudly. That is awesome!
