PAC stands for Parade Audience Control. They are the CMs who setup and take down ropes, keep the walkways and street clear, etc. during parades and the like.

It could be even worst. Try parade control and Fantasmic control. I was at the corner of refreshment corner. The goal is to keep that corner moving and not let anyone stop to watch the light parade. That was so many years ago.
