They could set them up like the break room(s?) at Downtown Disney Anaheim, and the Cast entry points that are outside the Parks at DLR; those have RFID and magnetic strip readers and allow any active DLR Cast Member to enter regardless of where within the resort the Cast Member works. Does WDW have similar access points?

Yes we do. The cast gates to the park have RFID/mag stripe readers and, AFAIK, any active WDW CM can use them no matter their work location.

And, of course, there is nothing wrong with doubly welcoming someone from Monorails.

I'm still here! I scan the board every week or so and just now saw this thread.
Last time I went down to The Utilidors was when I was taking pix for the book (you can see them on my website if you don't own a copy). Everything seemed pretty much the same. Nobody asked for an ID or hassled me. Maybe I just don't look suspicious?
Anyway, I have to imagine that stupid guests go down there all the time looking for a bathroom or just roaming around because they don't know any better. The majority of the entrances are unmarked and unlocked.
There are a few more vids from down there on my Youtube Channel if anyone is interested, as well as some recent HD footage of the long-abandoned Image Works.
