They could set them up like the break room(s?) at Downtown Disney Anaheim, and the Cast entry points that are outside the Parks at DLR; those have RFID and magnetic strip readers and allow any active DLR Cast Member to enter regardless of where within the resort the Cast Member works. Yes we do. Last time I went down to The Utilidors was when I was taking pix for the book (you can see them on my website if you don't own a copy). Everything seemed pretty much the same. Nobody asked for an ID or hassled me. Maybe I just don't look suspicious?
Anyway, I have to imagine that stupid guests go down there all the time looking for a bathroom or just roaming around because they don't know any better. The majority of the entrances are unmarked and unlocked.
