Instead of focusing on the punishment, make the identification more fun for other guests and CMs. I think it was George Carlin that used to do a bit about giving drivers those suction cup guns with little flags. When another driver does something stupid, you just shoot the flag at them, and once they get enough flags, the police pull them over for being too stupid to drive.

Well, if they're going to put RFID into media anyways, allow guests to pay a small fee to rent a unit that allows you to "flag" a stupid guest. CMs could be issued them as part of their equipment/costume. To make sure that someone couldn't try to unfairly flag someone too many times, you include a filtering algorithm that eliminates dupes -- a "flagger" can only flag a specific media once. You can also provide more sophisticated filters to look out for gangs of kids or what not picking on random people. The system would also track how many times a unit has been used to flag someone, and if it is excessive, all flags from that unit are then ignored. Could also shastise that person when the unit gets handed in.

Once a media has been flagged too many times, it can no longer be used to enter a park, and if used in a Fast Pass, it will alert the cast member assigned to the machines that there is a guest who needs to tresspassed.

It's value added for the guests because it is like yelling at someone without the confrontation or risk, and you might be helping to get an SG removed!

They could do this with an RFID chip in a bracelet that is issued to the guests. This could be used to set up a perimeter at gates and turnstiles so that guests that shouldn't be entering, going through, or over them get 'tagged'. Their positions could constantly be tracked while they are in the parks with this.
One could also tag them as undesireables in person, without the need for any physical contact or confrontations, and they could be pulled aside at the next check station they try to go through. These check stations would be found at the entrance to all transportation, rides, and park entrances.
The best part would be that they aren't informed about any this being done. :D:

I'm a big fan of simple but pleasurable.

Let's just write, in sharpie on their foreheads something catchy and to the point. We'll name their crime in big bold letters where everyone and their offspring can see it!

"I'm as Asshole"
Perhaps we could get technical.. "Line Jumper" or "Annoying Screamer".

It would go GREAT with the T-shirt idea and everyone else in the parks would know this person is guilty of being a Touron. (Tourist + Moron= Touron).

...Or we can just load them into a giant catapult and slight them into the ocean. Also highly satisfying!

Book them on the first space tourist flight to the moon, with only one way tickets.

Back in the 80s, when the preppie look was popular, there was this book--I have a copy in storage, but because I loaned it to my youngest sister, a couple of pages are missing; the title is "Save An Alligator, Shoot A Preppie".
Hilarious!
Maybe we could all contribute material to something similar and sell it on CafePress: "Save A CM, Shoot An SG." Muahahahaha!

I vote for the RFID unit to look like this:

Please don't polite our oceans !! There are enough other types of garbage being spewed into the seas, without adding SGs to the mix!

What's wrong with Gatorland? We were there 3 weeks ago, and thoroughly enjoyed ourselves. And it seemed like the threat of becoming gator chow kept the visitors all in line, because we saw very few SGTs, in fact my wife even commented on it!

Wouldn't that be helping? I mean the sharks and bacteria gotta eat too! ;)
Besides I would think a human body would technically be considered mostly biodegradable except bones. Well I'm sure coral or other sea-type plants could plant onto them.
Well, we could always strip them naked. Power wash them, give 'em a few good lashes to get the blood flowing THEN throw them into the ocean to feed the sharks and other assorted fishes which will eat anything.

Mmm now I'm gonna have to go figure out if it really could work that way!

I suppose if YOU are willing to operate the Strip, Wash, and Lash station.... But remember that there are some things that even a shark won't eat. For example there's that old joke about the lawyer...
