They do not enforce the rules uniformly. If a CM tries, the SG complains and gets half the park free. There is no reason for a CM to endure the wrath of the SG only to be made to look like a fool. Apparently it bothers us, the regular rule following guests, way more then it bothers Disney.
I used to conduct seminars with bus drivers entitled "Let it Go". Don't sweat the small stuff. We all need to do that same thing. Do things the way we feel good about...let others worry about themselves.
seagulls - refillable mugs???
(and for the record, new mugs or no mugs, with free dining, no mugs needed, with DVC, no mugs needed - its just amazing what people do while on vacation)
and I may be in the minority, but I've never seen a CM look like a fool - the cm's I've encountered have spread magic, and made our vacation in the world worth repeating...
time and time again...
thank you CM's

OK, let's take a simple paragraph and twist it around. The seagull reference was concerning how people do not follow rules generally, not specifically about mugs.
You, unless you have been an SG, would probably not witnessed or felt that a CM looked like a fool. How would you? But let me tell you that as an employee of anyplace, charged with the responsibility of keeping bad things from happening and you do your best to enforce a rule only to have someone above reward the idiots because they complained, then you are going to feel like a fool. It doesn't matter what everyone else thinks or witnesses. So what happens, the next time you look the other way. What is the sense of getting involved when you are going to not see a positive result. Hence, the giant snowballing effect that spineless managers create.

Sort of on topic (On topic? What's that?)
Last night, Purpie and I went to Medieval Times for her birthday. Just after we were seated, the family next to us sat down. The father picked up the insulated carafe of Tomato Bisque Soup that had been placed there by the server prior to her serving it to us, and was about to pour it into his cup. Purpie proceeded to tell him that it was soup. He goes ahead and pours it, insisting that it's tea. Then he tastes it...

The lemonade carts have the souvenior cups. I know Disneyland does not do refills on these. If you want to refill it, you buy a regular size drink and pour it in. My friends in custodial have showed me how may of these containers are tossed when SG think it is free refills all day. In the Golden Horseshoe, I remember reading on the souvenier mugs, it says there is no free refills. Once sold, it comes with the beverage in it. The Orange County Health Department does visit. One day I remember my friend who works for the health department, was checking the temp logs on the lemonade cart. A SG wanted a refill for her souvenier cup. She told the SG that Disneyland does not do refills and that the SG would have to buy a regular size drink and pour it in the cup. The SG went off on her demanding the free refill. Nope, SG did not get what they wanted and my friend whipped out her business card. The SG did not return.
I have learned if you are thirsty, buy a regular drink. If you are thirsty still, buy another drink. If you want to bring home a bulky cup, go ahead and purchase the item.
I have seen SG bring up UV cups asking for refills, sorry, Disney is not UV and you SG can't have it your way!!

Sorry, but last time I stayed at the Contemporary (September 2000) they had the large refillable mugs. And the sign in the Food & Fun Center said that it could be used on current and future trips. And I have used it when visiting the Contemporary; That was the rule in effect at the time I bought it and it still applies to that mug.
