I don't think it would be viewed as offensive to most. Lots of men dress as women for Halloween. Some probably for the reason that op's husband wants to and some just cause it's funny and Halloween. I think they're fine to do it under the guidelines.
To the op though, I would recommend having a change of clothes just in case some close-minded individual gets so upset by it that Disney has to step in, at that point, it may be deemed offensive to other guests and he may be asked to change or leave.

OK....for the record, one last time.
Yes, your hubby can cross dress for the Halloween Party.
YES, we have had others do so in the past. As long as the costume is IN GOOD TASTE...ie, no fleshy bits exposed, not dressed as a porn star, things like that.. you are in the clear.

Close minded individuals are handled by Disney Cast Members at WDW every day.
We, Disney, have a zero tolerance policy when dealing with close minded people.
