Ours are the same. You have to reach up under the fender to reach the lever which is right by the wheel. A lot of the off site rentals have the manual release as a pull knob on the back and they are actually quite easy to get at. Like Zazu said it is a lot easier and safer to just grab the key out. Minus the throwing the key in the trash he's told me that is pretty much policy for when someone is driving an ECV recklessly.
