Right now I'm thinking they should take a lesson from those towers. Have benches rise up from the pavement! Nothing a bit of hydraulics won't do, and do quietly. The area could still be walked upon during the day, just as the stage is.
Only challenge will be chasing the guests out of each area so they can raise the benches. I'm guessing it'll take the APD to clear the area the first few times until the locals catch on. Still, probably worth the effort, even if all it does is get a few of the least cooperative guests tossed out!
That is a nice thought, but chairs/benches will never work in New Orleans Square. You just know that guests cannot be trusted with anything that moves!
Actually, I remember hearing that when the show first started in 1992, in preparation they apparently adjusted the shoreline and made the walkways terrenced.
If one were to look at the walkways of New Orleans Square today, they would see that there are some areas that get progressively higher the farther away from the water's edge you get, (mostly done by having raised sections and stairs)

I guess you can't say they didn't try.
It seems that they learned a bit when constructing the new viewing area for World of Color at DCA; all of the light fixtures in the viewing area are very short and stubby, (so they will not obstruct the view)
One of the nice things about the way the original Fantasmic is staged at Disneyland is that everything seems so spontaneous. By day, its regular New Orleans Square/Frontierland. Guests can even walk on the area that will become the stage. But by night everything erupts into an epic battle of good vs evil.
And it seems that World of Color at DCA will achieve the same spontaneous effect. By day, the viewing area is supposed to be a garden area called "Paradise Park".
