Because it's a marsupial welcoming committee. Rats are rodents, not marsupials. A rat would just be out of place on that committee.

I know why I'm not on the marsupial welcoming committee. There are a couple of reasons actually, first, I'm a dragon which is not a marsupial. Second, I might end up eating the other members of the committee, which, I think we can all agree, would not be a good thing.
