Well, the good news is that the days of direct to DVD sequels are over. They ended with The Little Mermaid 3. The only direct to DVD projects that they are doing now are the Tinker Bell movies, and John Lasseter has a strong presence at Disney nimation now and is making sure that with anything they do, quality is upheld and that the suits don't meddle with creativity.
As I understand it, John Lasseter will continue to be the executive producer on every Disney animated film, (as well as Pixar films of course)
I'm not sure what to think about Toy Story 3 yet, but I will try to keep an open mind.
