It looks like the flap (collar?) on the back of a Navy Seamans uniform.

No, the front of the cartoon shows a cord that ties it on, and it is a different color, Red (when the comic was in color) than his green "uniform"
The modern flap on a sailors uniform is the same color, (navy blue/white) as it is attached.(unlike eariler versions that it was detachable and sometimes a different color)
Its funny, because I found some of the old comic cover pictures on e-bay, can't believe what they are selling that stuff for !!

That Wonder Wart-Hog has quite a snout on him; he looks like he's part gavial! From what I can see of the artwork, it reminds me of some of those early issues of MAD magazine, or those gruesome trading cards we had as kids.
