I don't believe I posted such a number as I don't have one (that's public). Call the general number and ask for "Magic Kingdom Guest Relations" if that's the park you want help in.
But email would likely be better. It would be passed around and answered by someone knowledgeable, not just whoever was on phone duty that day. Email to <

To get a PhotoPass photographer to any given time and place, visit the Photo Center (Expo Hall at MK) and ask for a manager. They'll be happy to send someone anywhere if they know they'll get a sale out of it.
To involve characters, a simple approach is to go to them. Visit Mickey at his house, fairies at Pixie Hollow (or any cast breakroom), etc. To have a meeting with a character somewhere else is going to cost you. Figure $600 and up.
From what others have posted, I guess there are limits to what a *character* can do involving a proposal. Check with the character greeter when you arrive at the location -- sometimes rules can be bent, if not broken.
However, other CMs have no such limits (so long as it doesn't interfere with their primary duties). I've been involved in a number of situations where a guest dropped off a ring at the hotel to be delivered -- in a glass slipper -- by their server at dinner.
If you can't get things organized long-distance, make friends with your hotel's Concierge staff once you arrive. Given even a couple of days, there's a lot that we can organize, even in busy times like this.
Just be prepared for the dense crowds (in both senses of the word). This is the busiest week of the year, and you may have trouble just getting to a location in the Parks, much less getting into the queue before it closes.
Thus you may want to consider booking a character meal and proposing there -- at least you'll be guaranteed access to the characters. As before, contact the character greeter when you arrive so they can prep the character you want, and ask at the check-in desk if they can call PhotoPass to send a photographer at the right time.
However the arrangements work out, congratulations! (Assuming she says yes, of course.)
