Exactly. Disney has totally lowered their standards which is too bad. Every year's crop of newbies contains a few gems and a whole lot of lamers. As Disney finds it steadily harder to hire people (at these pay rates), they are having to lower standards just to make the body count. As a result, each of the past several years has had a higher percentage of lamers and fewer gems.
Still, it's not sufficient reason to assume the *next* newbie is a lamer. Yeah, it's likely, but why not treat them as gems until they prove otherwise. What's it going to cost you? After all, the lamers will show their colors soon enough.
