One of my friends is a teacher and he does that to his students. The gentleman had been on the phone for well over 5 minutes so it was definitely not an emergency call. On a way more macabre note, I wonder if they have ever done that and it was the guest being notified of some emergency. That would not be a good thing.
Then again, it could be great news, like someone having a baby, and then the whole restaurant gets to yell Congrats :)
