Don't be fooled by appearances. In Hawaii, some of the most powerful people look like bums and stuntmen.

I really like my wife's manager. The signs are all over the place, not to leave your stuff on the chairs... so he got fed up with it one busy day. He went around with a plastic bag, gathered up anything on any seats and took it all to Lost and Found.
Needless to say, I

to Little Wallaby's manager.
My opinions are mine and mine only. If my opinions are the opinion of others who happen to share whatever my crazy views may be, then fine, but it's not because I represent them in having my opinions. Got it?

Shoulda gone with the post 9/11 thing--"Sorry ma'am, but because this is a major terrorist target, we have a policy of removing anything left by guests in an open area and either x-raying it or blowing it up for safety purposes. So your stuff is either in our lost and found, or it's been blown to pieces. Depends on whether our security manager thought it looked threatening or not, you know? Those terrorists are sneaky--they've been known to hide explosives in the most innocent-looking objects, like toys, stuffed animals, purses, suitcases, etc.." Say anything and everything to make them really freak out, especially if it's like saying-it-without-saying-it, you're stupid to have left your stuff. Too cheap to pay the locker fee? It's called false economy. And how much do you think it will cost to replace those items? Likely a lot more than that little bitty locker fee, I'll bet.

There is nothing wrong with locking a stroller to itself. It can be moved by a CM if needed to reposition when straightening up stroller parking, and it is very difficult for it to be stolen.
However, if it is locked to anything stationary Security can be called and they will cut the lock.

It's been my experience that when a stroller is locked to something somewhere that's not merely inconvenient, but is actually a safety hazard, they tend to cut the stroller frame rather than the lock. Softer material, so quicker to get the stroller out of the way.
Also a higher degree of justice, IMHO.
